Bessent invoked the pseudonymous Bitcoin creator's 2009 whitepaper during a speech on Capitol Hill. “Satoshi envisioned a peer-to-peer electronic cash system,” he said, according to prepared remarks. “We need to honor that vision with clear rules of the road.” The quote is notable because the administration has often been skeptical of crypto, but now appears to be leaning into regulation rather than restriction.

What the bill would do

The Digital Asset Market Clarity Act would define which digital assets are securities and which are commodities, a long-standing debate. It would also give the Commodity Futures Trading Commission primary oversight of spot markets for non-security tokens, while the SEC would retain authority over tokens deemed securities. The bill includes consumer protections like disclosure requirements and custody rules.

The push comes as several crypto firms have threatened to move operations overseas due to regulatory uncertainty.
