Bitcoin's 8-hour chart just flashed a bullish EMA crossover, and the CLARITY Act is heading for a Senate vote in early August. The two developments are converging this week as the largest cryptocurrency tests a critical resistance zone around $66,900.
Bitcoin's bullish setup
The 50-period EMA on the 8-hour chart is curling toward the 100-period line, forming a crossover that in early July triggered a 4.6% rally. This time, the setup comes with additional tailwinds. The Momentum Whale Inflow Ratio dropped to a 2026 low, meaning large holders are selling less. Meanwhile, the Hodler Net Position Change jumped 47% on July 20-21, from about 13,000 BTC to roughly 19,059 BTC — a clear sign long-term holders are accumulating.
The $66,284 pivot and the $67k wall
A Fibonacci extension drawn from Bitcoin's July 13 and July 17 swings identifies a pivot at $66,284, which also aligns with the 200-period EMA. That's the first level to watch. Above it, URPD data shows a supply cluster of about 1.96% of all Bitcoin — roughly 394,000 coins — near $66,900, creating a thick resistance wall. If Bitcoin clears $66,284, the next targets are $68,647 and then a thin zone near $72,000 ($71,947) that holds only 0.43% of supply. If the $66,284 level fails, support sits at $65,465 and $64,823.
CLARITY Act clears a hurdle
The CLARITY Act, a US crypto market structure bill, is set for a Senate vote in early August. President Donald Trump agreed to an ethics provision in the bill, removing a key hurdle that had stalled its progress. The legislation could act as a catalyst for the broader market if it passes, though the timing of the vote — just weeks away — means traders are already pricing in the possibility.
For now, Bitcoin's price action around $66,284 and the $67,000 wall will tell the story. The Senate vote in early August is the next concrete event on the calendar.
