BTSE Bhutan has been granted a Financial Services License by the Gelephu Financial Services Office, the regulator of the Gelephu Mindfulness City Special Administrative Region, confirming the company has met all pre-conditions tied to its April 2026 in-principle approval. The license lets the exchange run a multilateral trading facility for virtual assets and offer institutional-grade custody services inside the GFSO framework. Onboarding starts within weeks, beginning with BTC/USDT and ETH/USDT spot pairs.
What the license actually covers
Two regulated activities are spelled out in the approval: operating a multilateral trading facility for virtual asset exchange, and providing custody for the safeguarding and storage of client assets. That combination makes BTSE Bhutan a fully regulated venue for both trading and custody under the GFSO, rather than a firm holding one permission and outsourcing the other. All client assets will sit under the company's licensed custody arrangements, in line with GFSO requirements.
The rollout plan
The first phase is narrow. Users will be onboarded in the coming weeks, and spot trading launches initially for BTC/USDT and ETH/USDT. More pairs will follow in subsequent phases, subject to the platform's listing framework and regulatory requirements. Fiat on-ramp and off-ramp services — letting users move between US dollars and virtual assets directly on the platform — are slotted for a later stage, not the initial launch.
Yew Chong Quak, CEO of BTSE Bhutan, called the license "a major milestone as we plan to launch our retail trading platform globally."
Building out in Gelephu
Since the in-principle approval landed in April, BTSE Bhutan has appointed key personnel to oversee core operations and is building out its presence in Gelephu, with plans for a local office. The company says it will keep growing its team and hiring local talent over time. That staffing push matters: a license is paperwork, but a trading venue needs people on the ground, and the GMC Special Administrative Region is still a young jurisdiction.
The Gelephu Mindfulness City project is a Bhutanese initiative to build an economic hub in the country's south, centered on mindfulness, sustainability and innovation, combining traditional Bhutanese values with recognized legal frameworks and the Kingdom's renewable energy resources. BTSE Bhutan is one of the licensed virtual asset service providers operating inside that structure, running a multilateral trading facility alongside its custody infrastructure.
What to watch
The open question is timing. "Coming weeks" is the only guidance on user onboarding so far, and the fiat rails — the piece that would make the platform genuinely useful to retail users rather than crypto-native traders — remain unscheduled. Watch for the first BTC/USDT and ETH/USDT trades going live, and after that, the pair list and the dollar on-ramp.
