Cardano's governance framework is staring down a Sept. 1 deadline. Four of the seven Constitutional Committee seats expire at epoch 653, and if the on-chain renewal action isn't approved by then, the committee drops to three members — below the minimum of five. That would effectively stall most on-chain governance, leaving only Info Actions and Update Committee actions available until the committee is restored.
The deadline and what's at stake
The renewal action was submitted on-chain July 31, after Cardano completed and independently audited its 2026 Constitutional Committee election. Four elected candidates are ready to take seats, but DReps and SPOs have to approve the action. The existing committee doesn't vote on its own renewal.
If approval fails, the blockchain itself keeps processing transactions and producing blocks normally. But governance grinds to a halt. Hard forks, protocol-parameter changes, constitutional amendments, and treasury withdrawals all become off-limits until the committee is back to at least five members.
The voting numbers are still far off
As of an Aug. 17 GovTool snapshot, DRep support sat at 32.46%, and SPO support was just 1.95%. To pass, those need to hit 67% and 51%, respectively. Support has ticked up since the Aug. 14 snapshot — DReps were around 30%, SPOs 1.69% — but the gap remains enormous.
To reach the thresholds, DReps would need roughly ₳1.53 billion more in voting power behind the action. SPOs would need about ₳5.21 billion. There's enough stake left to make passage mathematically possible, but uncast votes don't automatically become yes votes. So possible, but not probable — that's the honest read.
Why the buffer won't help
The committeeMinSize was reduced from seven to five back in July, specifically to give some cushion against vacancies. Losing four seats at once would exhaust that buffer entirely. The incoming members, if they ever get seated, would serve until epoch 799 — exactly the committeeMaxTermLength of 146 epochs. That means the update can't be enacted any earlier without breaching protocol limits.
Intersect warned on Aug. 14 that if the committee falls below minimum size, only Info Actions and Update Committee actions remain available. It's a blunt constraint, and the clock is ticking.
The action expires at epoch 653, which lands on Sept. 1. Between now and then, DReps and SPOs have to move a lot of stake. Whether they do is the open question — and the answer decides whether Cardano's governance keeps running or hits a wall.
