Cardano's Committee Vote Trails Thresholds as Sept. 1 Deadline Nears

Cardano's vote to seat four elected Constitutional Committee members enters its final week, and the numbers aren't looking good. As of Aug. 25, delegate representative (DRep) support sits at 41.7% against a required 67% threshold, while stake pool operator (SPO) support is at 12.0% against a 51% threshold. The deadline is Sept. 1, epoch 653.

The vote so far

Support has grown since the first snapshots. On Aug. 17, DRep backing was 32.46% and SPO was 1.95%, according to GovTool. Four days later, on Aug. 21, Intersect recorded DRep at 37.9% and SPO at 7.93%. The latest numbers show movement, but not enough to clear the bar.

If the vote fails, the committee drops from seven active members to three. That's below the five-member floor set by CIP-1694. An undersized committee cannot ratify governance actions that require its approval. That means certain on-chain decisions would stall.

What an undersized committee means

The committee's main job is to check that governance actions align with the Cardano Constitution. Without enough members, it can't give the green light to proposals that need its sign-off. But not everything grinds to a halt. Info Actions and Update Committee actions remain available, which gives the network a path to refill seats through a new committee update.

Motions of no confidence are also exempt from committee approval under CIP-1694. So a governance deadlock wouldn't block that particular move, though it's not clear if that's a realistic option for the current situation.

Potential impact on the Dijkstra hard fork

Cardano's planned Dijkstra hard fork could slow down if the committee ends up undersized. A governance continuity break might delay the technical upgrades that need to pass through the governance pipeline. The network itself — block production and transaction processing — stays unaffected. This is purely a governance constraint, not a technical outage.

The path forward if the vote fails

If the committee drops to three members, the network can still initiate a new committee update. Info Actions can be used to signal intent, and an Update Committee action could be submitted to seat new members. That process would require the same voting thresholds, but at least it's a way back.

The four seats up for election were won in Cardano's 2026 Constitutional Committee election. Whether they get seated depends on the final days of this vote. The deadline is Sept. 1 — and the numbers are still far apart.
