Cardano founder Charles Hoskinson signaled renewed momentum behind the Leios consensus upgrade as Input Output moved a ₳27.7 million funding proposal toward delegate representative (DRep) approval. The proposal aims to mature Leios from an early public testnet prototype into a mainnet-ready release candidate by Q4 2026, with a potential 10- to 65-fold increase in transaction capacity.
Why the Leios Upgrade Matters
Leios is designed to enhance, not replace, the existing Ouroboros Praos consensus protocol. It introduces endorser blocks and committee-based validation to boost transaction throughput while preserving Praos’s security model. According to the proposal, this could push Cardano's capacity from roughly 800,000 monthly transactions today to more than 27 million — a target set in the network’s 2030 strategy.
The upgrade is organized around three workstreams: building a release candidate by late 2026, achieving high confidence in the code, and enabling a future hard fork. The budget allocates ₳23.83 million — 86% of the total — directly to development, with smaller portions for infrastructure, security, legal, ecosystem support, operations, and governance.
Milestone-Based Funding and Identified Risks
Funding would flow through Intersect’s treasury reserve smart contract framework, which uses milestone-based disbursements and third-party assurance. That structure is meant to tie payments to progress, but the proposal also flags several risks. These include community readiness, hard-fork timing, final integration with the cardano-node, governance constraints, higher costs for stake pool operators, greater chain growth, and the difficulty of sustaining high throughput under adversarial stake conditions.
The proposal’s authors note that a mainnet hard fork depends on broader ecosystem readiness, a governance action submission, and a community vote. In other words, even if development finishes on schedule, the upgrade won’t go live until the wider Cardano community is prepared to adopt it.
Path to Mainnet and Community Vote
The ₳27.7 million proposal now moves to DReps for approval. If greenlit, Input Output and Intersect will work toward a release candidate by Q4 2026. The actual hard fork, however, hinges on a separate governance action and a community-wide vote — a process that could extend the timeline further. At press time, ADA traded at $0.2661.
