French lawmakers backed an amendment that would tax crypto swaps into euro- or dollar-denominated stablecoins, and they did it by a single vote. The measure is set to take effect in 2027. Under the rules, gains would be measured coin by coin rather than on the whole portfolio.
The margin is the story as much as the policy. One vote is not a mandate, and it leaves the amendment exposed to the next procedural challenge or a rewrite before it ever reaches a tax return.
What the one-vote margin means
A single-vote win in a chamber this divided cuts both ways. It gets the text through the door, but it also signals that a handful of lawmakers could reverse it. Any re-vote, amendment or backroom deal in the coming months could strip it out, narrow it or delay the 2027 start date.
Supporters got the outcome they wanted, barely. Opponents lost by the thinnest possible margin, which is exactly the kind of result that tends to come back for another round.
Why stablecoin swaps are the target
The amendment draws a line around conversions into euro- or dollar-pegged stablecoins. Swap crypto for a stablecoin, and the gain becomes taxable. That's a notable distinction in a market where traders routinely park profits in dollar tokens instead of cashing out to a bank account.
Treating that move as a taxable event changes the calculus for anyone who uses stablecoins as a resting place between trades. It also pulls stablecoin conversions into the same reporting net as a sale into fiat.
The coin-by-coin problem
Gains measured coin by coin is the detail that will cause the most headaches. Instead of netting a losing position against a winner, each coin's gain stands on its own. In practice, that means more line items, more record-keeping and less room to offset.
For anyone who trades across a long tail of tokens, the compliance burden grows with every position. Accountants will feel it first. Retail users with a handful of coins will feel it at filing time.
What happens before 2027
The amendment still has to survive the rest of the legislative process before the 2027 start date, and a one-vote cushion doesn't guarantee that. Watch for a re-vote or a revised text. If the margin holds, French crypto users get roughly a year to reorganize how they record and report stablecoin swaps.
