Galaxy Digital pledged up to $5 million on July 21 to help Bitcoin get ready for the quantum era. The money will fund developers, support research, and set up a Quantum Advisory Council. Quantum computers can't crack Bitcoin's signature security today, but the program aims to start migration work before the threat becomes real.
The quantum threat to Bitcoin
A sufficiently powerful quantum computer could use Shor's algorithm to recover a private key from an exposed elliptic-curve public key and forge a valid signature. Keys already visible onchain give an attacker a long window. Most Bitcoin spends reveal a public key while the transaction waits in the mempool, creating a shorter window for a faster attack. Draft BIP 360 identifies pay-to-public-key, bare multisignature, and Taproot outputs among those exposed for long periods. BIP 360 proposes a soft fork to add a new Pay-to-Merkle-Root (P2MR) output, dropping Taproot's key path to limit long-term exposure. BIP 361 is a draft informational BIP that sketches a roughly five-year, two-phase transition after activation, but it is not yet an adopted roadmap.
What the funding will do
The initiative targets review of quantum-resistant signature proposals, integration of post-quantum signatures, formal security audits, and development of migration tools. But the funding cannot select Bitcoin's final design or schedule its adoption. That's up to the community. The Quantum Advisory Council will help guide the work, but the real decisions happen through Bitcoin's decentralized governance.
The long road to a quantum-safe Bitcoin
Bitcoin's decentralized governance requires coordination among developers, miners, node operators, wallets, exchanges, custodians, and users for an upgrade that could take years to design, test, and deploy. NIST finalized three post-quantum standards in August 2024, including two for digital signatures, and urged early integration. Executive Order 14412 directs the Office of Management and Budget to require specified federal systems to use post-quantum signatures by Dec. 31, 2031. That's a federal deadline, not a Bitcoin one, but it shows the broader push.
Community agreement and user migration are still required. BIP 361 sketches a five-year transition, but it's not an adopted roadmap. The Quantum Advisory Council will need to build consensus. For now, the funding gets the conversation started — but the hard part, getting the whole network to agree on a path forward, hasn't even begun.
