World Chain is rolling out full block access lists on its mainnet next month, a move the layer-2 network says makes it the first production system to stream that data every 200 milliseconds inside flashblocks. The deployment, set for August 17, targets what the project calls the 'Decentralization Dilemma' — the trade-off between speed and openness that has dogged scaling solutions.
What block access lists do
Access lists are a feature from Ethereum Improvement Proposal 2929 that let a transaction pre-declare which addresses and storage keys it will touch. That upfront disclosure helps nodes prepare state reads and cuts gas costs. World Chain is taking that further by publishing the full list of addresses for every block — not just per-transaction — and pushing updates at sub-second intervals. The network says this lets sequencers and validators share a common view of what's coming, reducing the need for redundant lookups.
The 200-millisecond cadence is tied to flashblocks, a mechanism World Chain uses to propagate block data faster than traditional Ethereum blocks. By bundling access-list data into those rapid updates, the network aims to keep latency low without forcing nodes to trust a single sequencer.
The Decentralization Dilemma
Layer-2 networks often face a choice: optimize for speed by centralizing block production, or prioritize decentralization and accept slower finality. World Chain's approach tries to split the difference. Full block access lists let more nodes participate in validation without needing to fetch state on the fly, because they already know which accounts will be touched. The project argues this lowers the hardware bar for running a node, which in theory broadens who can join the network.
Whether that actually works at scale is the open question. Other L2s have experimented with similar ideas — pre-confirmations, shared sequencer sets — but none have put access-list streaming into production at this frequency, according to World Chain.
What the deployment includes
The August 17 mainnet launch will enable the feature across all blocks. Existing infrastructure — wallets, RPC providers, block explorers — will need to handle the new data stream, though World Chain says the format is backward-compatible with standard Ethereum tooling. The network has been testing the system on testnet since early July, and developers have published reference code for integrating the 200-millisecond updates.
No specific partners or validators were named in the announcement. The project says the change is automatic for users; they won't need to update software or pay extra fees. The main effect should be faster block confirmations and lower costs for transactions that touch many storage slots.
