China’s Vice Premier He Lifeng met with AMD CEO Lisa Su for talks on technology cooperation, a rare high-level exchange between a top Chinese official and a major US chipmaker. The meeting comes as both countries try to balance commercial interests against a backdrop of export controls and geopolitical tension.
A high-level dialogue on cooperation
The discussion between He and Su is one of the few publicly acknowledged interactions of its kind in recent months. AMD, like other US semiconductor firms, has been navigating tight export restrictions that limit the sale of advanced processors to Chinese customers. Yet China remains a critical market for the company, and the meeting signals that both sides see potential in deepening ties despite the regulatory friction.
Export controls as a persistent hurdle
The US Commerce Department’s export controls, first imposed in 2022 and expanded in 2023, restrict shipments of high-performance chips used in artificial intelligence and supercomputing to China. AMD has responded by creating lower-spec versions of some products that fall within the rules, but the broader uncertainty makes long-term planning difficult. The meeting with He Lifeng does not directly change those rules, but it highlights the ongoing effort to keep communication open between Beijing and US tech leaders.
What cooperation could mean for AMD’s market position
Stronger US-China tech ties could boost AMD’s market presence in China, where demand for chips in cloud computing, data centers, and electric vehicles continues to grow. However, any new business deals or joint projects would still need to comply with US export regulations. The conversation with the vice premier suggests Beijing is interested in maintaining access to cutting-edge semiconductor technology, even as trade tensions persist.
For now, the meeting stands as a concrete example of high-level engagement in a sector where dialogue is often strained. How much room exists for deeper cooperation will be tested by the next round of export control reviews and the broader trajectory of US-China relations.
