Amazon's autonomous vehicle unit Zoox says it will put 2,500 driverless robotaxis on U.S. roads each year. The plan could push regulators to move faster on self-driving rules and reshape how people get around cities.
What Zoox is promising
Zoox, which Amazon bought in 2020 for $1.2 billion, builds a purpose-built autonomous vehicle with no steering wheel or pedals. The company has been testing its robotaxis on public roads in California and Nevada. Now it wants to scale production to 2,500 vehicles annually. That's a big jump from the handful of prototypes it has run so far.
The vehicles are designed for ride-hailing, not private ownership. Zoox says its symmetrical design lets the car drive in either direction, making it easier to maneuver in tight city streets. The company plans to launch a commercial service in a yet-unnamed U.S. city before expanding.
Regulatory pressure
Deploying thousands of driverless cars requires approval from state and federal regulators. The National Highway Traffic Safety Administration has granted Zoox permission to test without a steering wheel or pedals, but commercial deployment at scale will need new rules. Zoox's production target could accelerate those conversations.
Several states, including California and Nevada, already allow autonomous vehicle testing. But no state has a framework for deploying thousands of fully driverless vehicles. Zoox's plan may force regulators to set safety standards, insurance requirements, and operating rules for a fleet that size.
Impact on cities and transit
If Zoox hits its target, 2,500 robotaxis a year would add to urban traffic. The company says its vehicles are designed for efficiency and safety, but critics worry about congestion and the effect on public transit. Some cities have pushed back against autonomous vehicles, citing accidents and job losses for drivers.
Zoox's approach is different from competitors like Waymo and Cruise, which retrofit existing cars. Zoox builds its own vehicle from the ground up, with sensors and computing built into the body. The company says this makes the car safer and more reliable.

Public transit agencies are watching. If robotaxis become cheap and widespread, they could pull riders away from buses and trains. Some cities are already testing autonomous shuttles as a complement to transit. Zoox's scale could make that shift happen faster.
Zoox hasn't said when it will start commercial service or which city will be first. The company is still working on regulatory approvals and production capacity. Its goal of 2,500 robotaxis a year is ambitious, but Amazon's resources give it a long runway.
