Circle has raised $222 million in the presale of its Arc token, with Andreessen Horowitz putting in $75 million to lead the round. The raise values Arc at a fully diluted network valuation of $3 billion, and Circle's own shares (CRLC) jumped 15% to $130 on the news.

Who backed the Arc token

The investor list reads like a who's who of traditional and crypto finance. BlackRock, Apollo Funds, Intercontinental Exchange (ICE), SBI Group, Janus Henderson Investors, Standard Chartered Ventures, General Catalyst, Marshall Wace, ARK Invest, IDG Capital, Haun Ventures, and Bullish all participated. That kind of institutional firepower signals broad market confidence in the project — or at least in Circle's ability to deliver infrastructure.

Circle's stake and strategy

Circle holds a 25% stake in Arc's initial supply of 10 billion tokens. That stake lets Circle operate validator infrastructure and earn staking income. The rest of the token distribution is split: 60% goes to ecosystem participants, and 15% is held in a long-term reserve. CEO Jeremy Allaire compared the Arc blockchain to mobile operating systems and cloud services, calling it an 'operating system' for the economy. It's a big claim, but Circle has the balance sheet to back up the pitch — and the validator revenue gives it a recurring incentive to keep the network healthy.

AI agents and USDC

Circle also unveiled tools that let developers build AI agents capable of managing transactions, accessing online services, and making payments using USDC. That moves the token beyond a simple store of value into practical utility. The timing makes sense: AI agent hype is running hot, and Circle wants developers to pick Arc as the rails for autonomous payments. The tools are available now, meaning builders can start experimenting immediately.
