Meta AI Sees Bitcoin at $78K-$85K by Late September, Ties Rally to CLARITY Act

Meta AI is calling for Bitcoin to hit $78,000 to $85,000 by late September, with a potential run past $90,000 if the CLARITY Act becomes law. The prediction lands as Bitcoin trades at $64,806, down 0.82% on the day, and as the Federal Reserve wraps up its July 28-29 meeting.

The CLARITY Act window

The bill is described as imminent. Senate text has been merged, an ethics hurdle cleared, and a White House compromise reached. Backers are pushing for a floor vote before the August 7 recess. If passed, the CLARITY Act would move Bitcoin from SEC oversight to CFTC commodity status — a shift that would open the door for institutional buying in a way current rules don't.

Meta AI's base case assumes the bill gets through. If it doesn't, and the Fed stays hawkish, the model expects a shakeout to $60,000 or even $58,000 support.

ETF flows and holder behavior

Spot ETF demand has been choppy. Late last week saw $465 million in outflows, but the prior week logged $999 million in inflows across seven sessions. A $1.2 billion week earlier this month helped reclaim the $65,000 level.

Long-term holder selling is at its lowest since Q3 2022. On-chain data shows a flush is complete: $5.94 billion in institutional inflows versus $1.97 billion in outflows over the past 12 months. Bitcoin also holds above the 200-week simple moving average at $63,500 — a key technical floor.

The bear case

August is historically Bitcoin's worst month, with a median return of -7.5% and a win rate of just 30%. September isn't much better, with a median -5.3%. If the CLARITY Act misses the recess deadline and the Fed doesn't signal a pivot, Meta AI warns of a drop to the $60K-$58K zone.

Support sits at $63,000 and then $58,000. Resistance is at $66,000, $70,000, and the May failure point around $82,000. Momentum is cautiously positive but not extended — consistent with a grinding market that needs to clear $70,000 to confirm the bullish path.
