They will have to move across a region where roads are bad, phone networks are spotty, and distrust runs deep. More than that, the monitors have no mandate to stop fighting. They can only document it. That makes their reporting the single most important tool they have. If they see a breach and no one hears about it, the ceasefire loses meaning.
