Romania Orders Russian Consulate Closed After Drone Hits Residential Building in Constanța

Romania on Tuesday ordered the closure of the Russian consulate in the Black Sea port city of Constanța, hours after a drone struck a residential building in the area. The decision marks a sharp diplomatic escalation between Bucharest and Moscow, with Romanian officials linking the attack to Russia's ongoing war in neighboring Ukraine.

Drone debris hits apartment block

The drone crashed into a residential building in Constanța late Monday. No casualties were reported, but local authorities said the strike caused structural damage to the upper floors. Romanian air defense systems had been on alert after multiple Russian drones entered the country's airspace during recent attacks on Ukrainian ports across the Danube delta.

Constanța sits just east of the border with Ukraine and has been a frequent transit point for grain shipments from the war zone. The building that was hit lies roughly 40 kilometers from the Ukrainian border, according to Romanian emergency services.

Bucharest's diplomatic response

Within hours of the strike, the Romanian Foreign Ministry informed the Russian Embassy in Bucharest that the consulate in Constanța must cease operations. The closure order takes effect immediately. Romanian officials have not specified a timeline for the consulate's reopening, nor have they expelled Russian diplomats stationed at the facility.

The Russian Foreign Ministry condemned the move, calling it an unfriendly act that would further strain bilateral relations. Moscow has not yet announced any retaliatory measures.

Romania has previously protested Russian drone incursions, including a July incident in which drone wreckage was found near the Danube River. But Monday's strike was the first to directly damage a residential structure, prompting a harsher response.

NATO ally on edge

As a NATO member, Romania has allowed allied forces to use its territory for training and logistics support for Ukraine. The alliance has increased its presence in the Black Sea region since the full-scale invasion began in February 2022.

Romanian President Klaus Iohannis has repeatedly called for stronger NATO air defenses along the eastern flank. The drone strike in Constanța is likely to reinforce those demands ahead of the alliance's next defense ministers' meeting in October.

For now, the consulate's closure leaves Russian diplomatic services in Constanța suspended indefinitely. The building itself remains sealed, and Romanian police are guarding the perimeter. The question of whether Moscow will respond with a reciprocal expulsion of Romanian diplomats remains open.
