The European Commission has formally classified ChatGPT as a Very Large Online Search Engine under the EU's Digital Services Act, pulling OpenAI into the bloc's strictest tier of platform regulation. The same announcement named Reddit and Roblox as Very Large Online Platforms, putting all three services under new rules on targeted advertising, data use and content moderation.
The new obligations for OpenAI
The DSA's top tier applies to services with more than 45 million monthly users in the EU. For ChatGPT, that means OpenAI now has to run risk assessments, report on systemic risks and take steps to mitigate harm to minors, user mental health and the spread of illegal content. The rules also bar platforms from targeting ads to minors or using sensitive personal data — sexual orientation, religion, ethnicity, political beliefs — for ad targeting.

Why Reddit and Roblox are in the same boat
Reddit and Roblox both clear the DSA's user threshold, and both skew young. Roblox in particular has a large under-18 base, which makes the minors-related provisions especially relevant. The Commission's move signals it's not just going after the biggest AI names — it's applying the same standard to any platform with enough reach.
A coordinated EU push on tech and crypto
The DSA designations land alongside MiCA, the EU's crypto regulation framework. The two aren't unrelated. Both are part of a broader effort to bring digital services and digital assets under clearer, enforceable rules. For crypto projects with AI components — decentralized AI protocols, for instance — the DSA's broad definition of "search engine" could eventually reach them if they offer search-like or information retrieval services. That would mean transparency obligations, risk assessments and data protection requirements that most crypto startups aren't built for.
The compliance question for AI-crypto projects
The direct impact on Bitcoin and Ethereum is minimal. But the regulatory direction is worth watching. Projects that bridge AI and crypto may face compliance costs they haven't budgeted for. Smaller players could be squeezed out of the EU market entirely. The ones that can afford to comply may end up with a clearer path to institutional money.
The Commission's next step is to publish the formal designation in the EU's Official Journal, which triggers a four-month window for the companies to submit their first risk assessments. How OpenAI, Reddit and Roblox respond — and whether decentralized AI projects start paying attention — will determine how far this regulatory net actually reaches.
