Circle and Kakao Group Sign MOU to Bring USDC Payments to South Korea

What the MOU covers

The non-binding agreement lays out a framework for the two companies to study how USDC could be integrated into Kakao’s existing services. That includes payments between users, merchant settlements, and cross-border remittances. Circle will provide the stablecoin infrastructure and compliance tools; Kakao will handle the user-facing integration through its KakaoTalk platform and its blockchain subsidiary, Ground X. Neither side disclosed a timeline or financial terms.

South Korea has one of the world’s most active crypto retail markets, but its regulatory environment is strict. The country requires exchanges to register with the Financial Services Commission and to partner with local banks for real-name accounts. By working with Kakao, Circle is effectively piggybacking on a company that already has those banking relationships and a massive user base.

USDC has been gaining ground on Tether’s USDT in terms of market share, but its adoption has been concentrated in DeFi and institutional trading. A deal with Kakao would give it a foothold in mainstream consumer payments in a major economy. Kakao’s platform already handles payments, taxis, banking, and even doctor appointments — all through KakaoTalk. Adding USDC would let users send dollar-pegged value without leaving the app.

The timing is notable. South Korea’s National Assembly has been debating a comprehensive digital asset framework, and the government recently signaled it would allow stablecoin issuers to operate under certain conditions. Circle is clearly positioning itself ahead of any formal regulatory green light.

What’s next

The MOU is just the first step. Circle and Kakao will now conduct a feasibility study, which is expected to take several months. Neither company has said when that pilot might start, but the fact that they’ve gone public with the MOU suggests both sides are serious about moving forward.
