The idea isn't new — it was originally raised by Lito Villanueva, founding chair of FinTech Alliance PH. But Zhao's backing gives it weight. Under the proposal, a crypto exchange approved in, say, Singapore could expand into Thailand or the Philippines through a streamlined approval process, not a full re-application. Zhao said the main obstacle is political, not technical. That's a frank assessment of how slowly regional harmonization moves, even when the tech is ready.

The ASEAN Capital Markets Forum's Collective Investment Schemes Framework has been operational in Malaysia, Singapore, and Thailand since 2014, and the Philippines joined in 2021. There's also the ACMF Pass for investment advisers. Those precedents show the bloc can make passporting work — but they took years. Crypto moves faster than traditional finance, and regulators may not keep pace.
